I've just tested creating a webpage using, SiEd a text editor for Palm Powered handhelds. The developer, Ben Roe has done a great job for this early free version. You'll need a Palm with SD slot, a SD card. Add a FTP program and bluetooth connection to your cellphone and voila website editing on the fly.
Dump .txt files in your external card and SiEd reads them via VFS. Considering html and xml files are plain text you can markup your documents and save them with the appropriate extension. I tried it and it works! The only drawback is SiEd isn't compatible with text clipping programs like ClipPro, but I've found that shortcuts do work you can make shortcuts for markup tags like <b> or <a href>. I use Mark Tamura's Shortcut5 for extra shortcuts.
